good advice from MJC but do think paypal will rule in your favour, but dealing with paypal is a mare of a time and phone calls so dont get lulled in by cheap postage

as a seller and royal mail worker

less than a fiver.....COP proves you have posted it

over a fiver but less than �15, recorded, proof of posting and a little comp if it goes missing....recorded does travel with normal mail so no track and trace just start and end

anything over �15 special delivery, is tracked by each person handling it and offers good comp, is more expensive but both seller and buyer know where they stand

as far as i know there isnt much if any snow backlog......unlike the schools we still hit the streets most days

good luck but as a buyer it should be the seller who has to prove it was posted, if he gambled on cheap postage then their problem but still takes time from yourself to sort

and you can send big items via 1st class packet service
