Of course not **ALL** of the 13% of fatalities can be saved with simply the cameras merely some of them! We're simply looking for a reduction in deaths here! And I believe the best potential for a reduction in deaths is with a reduction in the number of people speeding. Currently the figure stands at around 14% of deaths being for people speeding, so if we enforce the speed limit a bit better we can reduce that.
The other percentages have far less potential for reduction, for reasons already stated. That doesn't mean we should ignore them however!!!
