QOT is almost right.
All the engine mapping, electronic, (fly by wire style) accelerators & brakes are totally open to mis-use by the teams. The techs who sit in front of the screens in the motorhome may as well be given a steering control because it's those guys that win the races these days...
And it's not ground effects that cause the cars to not follow one another so closely, ground affects would help overtaking. More airflow under or through the car produces less drag and wake for more downforce than a wing or diffuser ever would but this area of development was banned. just watch an indycar race to see how much more overtaking is produced with smaller wings and more ground effects.
They also use steel brake discs...
However, the purists wish for F1 to remain high tech. So how do you find a compromise when the teams can't even agree if more entrants in F1 is a good idea?!?
