Why do you make these ridiculous statements Ian ? Remember without the wings , corner speeds will be dramatically reduced, likewise the entry speed onto the straights is much lower. Acceleration will be reduced also due to less grip,and braking distances hugely increased ( no downforce and lower entry speed needed),..leaving less effective "straight" to build up speed..... hence max speeds will not increase dramatically if at all ! If necessary , the FIA could always throw in some more chicanes ! In addition tyres will become more critical due to the reduced downforce, so drivers will be forced to "manage" their use more carefully. Wings are not necessary or desireable for performance, safety, or advertising space, ..its just that everybody has got used to them and now cant imagine a F1 car without them. A paradigm shift in thinking is needed . Aero development is a huge cost and needs to be restricted somehow. 75mm minimum ground clearance, flat bottom would be a good starting point.
