I know you think 'spotty kiddies should NOT be driving quick cars for the same insurance fee that I can!' but my question isn't arguing for or against this.
If I had a shop I could not charge women more for the same goods or services than men, or black people more than white people. This would be classed as discrimination.
So the question still is:- why can an insurance company charge more based on age and gender?

This is not my logic!! Current legislation says you can refuse people a mortgage on the basis that they can't afford it. You can't refuse them because they are female or black. I didn't decide who we can discriminate against or in what circumstances.
You say 'insurance is a risk business not discrimination.'If I understood this it may answer my question, but I don't. All businesses could be described as risk businesses. I still don't see the special circumstances that allows insurance companies to act this way, when other businesses can't.
