Seems to me if you can't afford it, then you don't drive. Just as when I was that age, I didn't drive, because I couldn't afford it. In those days it was the cost of the car that was prohibitive as well.
Somebody has to pay for the carnage caused by drivers, all drivers. Who do you expect to do this? If not the drivers themselves.
Until somebody comes up with a crystal ball that can tell you in advance who is going to kill or maim the next innocent party? Then it can only be done on probability, which is how insurance is calculated, probability tables?
Perhaps you would prefer the other option, ban anyone from driving who cannot put up the collateral to prove that in the event of them destroying somebody�s life they could compensate them.
